Abbot Point Coal Terminal 2 & 3 Expansion: NQBP has developed plans to facilitate the development of two additional separate tranches of coal terminal capacity. These tranches are termed the T2 (previously X80) and T3 (previously X110) projects. An Expressions of Interest (EOI) process to seek interest from proponents for the right to be the Preferred Developer of the T2 and T3 terminals was conducted in late 2009. The Preferred Developers, Hancock Coal Limited and BHP Billiton Limited are currently working with NQBP to enter into a Framework Agreement to progress the project and are finalising preliminary design and environmental studies. Abbot Point Terminals 4 to 7: A Request for Expressions of Interest was advertised in major local and national newspapers on 28 May 2011. The Request for EOI period closed on 1 August 2011 and NQBP is currently undertaking evaluation of the EOI submissions. Abbot Point Multi Cargo Facility: NQBP has developed a plan to reclaim the sand from Clark Shoal to form a protected harbour and create 12 land-backed wharves which can accommodate the projected medium term demand for bulk exports and industrial products at Abbot Point. In early 2011 NQBP conducted an EOI process for Early Contractor Involvement (ECI) in the Stage 1 development of the MCF, with a view to appointing a design and construct contract in late 2011. Stage 1 involves four berths and a common user tug facility for the T2 / T3 terminals. Stage 2 could involve an additional eight berths for the T4-7 terminals and other cargo.   • A new rail spur to connect the existing North Coast railway line to the coal stockpile

The expansion stages broadly consist of the following scope of works. A more detailed description of the scope of works:      
  • Walls on bunds 1 and 3 to increased stockpile storage capacity of rows 1,2,and 3
  • New Reclaimer on bund 2 to suit new stockyard geometry
  • Stacker ST2 upgrade from 5500tph to 7500tph to enable IL3 to inload at full capacity into Row 1
  • Fourth rail loop and inloading system. (rail loop to be provided by QRNA)
  • New stockyards for Southern Stockyard and Dudgeon Point options and extension of existing stockyard for the Louisa Creek option.
  • Fourth outloading system and shiploader servicing existing berths 3 and 4
  • Fifth rail loop and inloading system inloading into the new stockyard
  • Extension to new stockyard
  • Fifth outloading system and shiploader outloading from the new stockyard
  • New jetty and jetty roadway (required in 9XA expansion for Dudgeon Point option)
  • Two new berths 5 and 6

Dudgeon Point: Preliminary concept plan developed. A Draft Development Master Plan is expected to be available later this year. A Draft Environmental Impact Statement (EIS) assessing the potential impacts of the project and recommending appropriate control measures is expected in mid 2012. Hay Point Coal Terminal Stage 3: BHP Billiton Mitsubishi Alliance (BMA) is currently progressing Government and Owner approvals for the expansion of the Hay Point Coal Terminal's capacity from 44 Mtpa to approximately 55 Mtpa. The Hay Point Expansion Stage 3 (HPX3) project will increase the capacity of the Hay Point Coal Terminal through the construction of a third berth. 675 Planning Mackay
The scope of the project includes:      
  • A new third berth and shiploader
  • Existing trestle conveyors and surge bins will be replaced
  • Overland conveyors will be established to transfer coal from the stockpile to the jetty.

Townsville Ocean Terminal: Construction of a new 150m wharf at Port of Townsville's existing Berth 10 and the construction of a passenger terminal building to be operational by mid-2013. Prime contractor expected to be appointed by mid-2011. (The Request for Proposals is to design and construction of a Cruise, Military and General Cargo Facility on the existing Berth 10 at the Port (refer above).) 75   Northern
Townsville Marine Precinct Stage I: 14 new boat ramp lanes for the recreational fishing and boating community. The Marine Precinct will be built at the mouth of the Ross River, providing a dedicated facility for the local commercial fishing fleet, marine fabrication and repair industries, marine research facilities, and other marine operators with relocation of current marine businesses will free up land upstream in Ross River that will be used to create a new recreational marine facility for the community, including up to 12 new boat ramp lanes, two pontoons and more than 250 car trailer parks. Laing O'Rourke, in an alliance arrangement with the Port of Townsville, will construct the marine precinct, reclaiming 34 hectares of seabed adjacent to the Ross River for industrial marine infrastructure and facilities.   • Channels and wharf to accept a range of vessels from 40,000dwt to 220,000dwt
  • 132kV substation, access roads, workshops, administration offices and amenities
