| Australian Seamless Tube Project (Boulder Steel): New project, awaiting development approval for integrated steelmaking plant at a site within the Aldoga Precinct of the Gladstone State Development Area (GSDA) in Central Queensland. The plant will produce high quality steel in bloom and round billet form (i.e. semi-finished steel) for export to overseas finishing plants. Ultimate production of 5 million tonnes per annum (Mtpa) of steel product with an initial stage (Stage 1) of production proposed of 2.1 Mtpa. Proposed stage I and stage II are estimated at $1,400m each. Boulder Steel Limited is proposing to construct and operate an integrated steelmaking plant. The plant will produce high quality steel in bloom and round billet form (i.e. semi-finished steel) for export to overseas finishing plants with main elements being coke overns, sinter plant and blast furnaces, oxygen plant and continuous casters. Proponent preparing EIS, expected release for comment Q3 2010. Proposed construction start date Q1 2011. Boulder has indicated that it has no intention to either stall or put on hold the Gladstone Iron and Steel Project. Once detailed plant layouts are received and evaluated the work to finalise the EIS and associated activities will intensify. A comprehensive plan and budget has been developed to move the Gladstone Steel Plant Project forward from the current position to “construction ready”. | Felton Clean Coal-to-liquids Project: On 23 March 2010, Ambre Energy today announced its intention to construct Australia’s first coal-to-liquids facility at Felton. Ambre Energy has access to commercially-proven ExxonMobil technology which will enable us to produce 940 million litres of high quality unleaded petrol and 150 million litres of LPG from Felton coal each year for the next 35 to 40 years. The project will involve constructing: a fuel production facility delivering 940 million litres per year (ML/yr) of high quality unleaded petrol and 150 ML/yr of LPG; and an adjoining open-cut coal mine to supply four million tonnes per annum (Mtpa) of feed coal to the facility. The Project will be comprised of a number of components: Di-Methyl Ether (DME) pilot plant and small open cut mine; Open Cut Mine; and Stage 2 Mine Expansion. Project construction could start late in 2011. See and EIS. | 3,500 | EIS | Darling Downs |
| Gold Coast Quarry Project: Boral Resources. Expected to include mobile crushing plants; Proprietary modular trains such as the Sandvik or Metso; fixed crushing plants and mobile fleet. | 111 | EIS | SE Queensland |

| Jeebropilly coal to liquids project: Jeebropilly Collieries Pty Ltd, a subsidiary of New Hope Corporation Limited also intends to construct a coal to liquids pilot plant near Ipswich. The plant will be established to enable proof of concept testing of a new CTL technology and will process coal at a maximum rate of 1 tonne per hour and synthesise approximately 350 litres of hydrocarbon products per tonne of coal. | 16 | Planning | SE Queensland |
| Linc Energy: Linc Energy Ltd proposes to produce ultra-clean synthetic liquid fuels through the underground coal gasification (UCG) of “stranded” coal resources that are considered to be sub-economic. The project will be located on Linc Energy’s mining and exploration tenements 20 kilometres south-west of Chinchilla, in southern Queensland. It will be developed in stages, progressing from a proposed four barrel per day (bpd) demonstration GTL plant (not part of the significant project declaration), to a commercially-viable GTL plant producing approximately 40 000 bpd of diesel, as well as using the syngas to produce 200 megawatt of power in combined cycle power generation plant. Proponent preparing EIS, expected release for comment Q2 2011 See www.lincenergy.com.au and EIS. | 1,000 | EIS | Darling Downs |
| Mackay Sugar Cogeneration project: Mackay Sugar has issued contracts for the construction of a $120 million cogeneration power plant at its Racecourse Mill in Queensland. The power plant will have the capacity to generate one third of the Mackay region’s electricity requirements from bagasse (sugar cane fibre waste). The project involves the replacement of traditional boilers, designed to incinerate bagasse, with a more efficient high pressure boiler and a new steam turbine generator, capable of generating 36 MW. While providing power and steam for the Racecourse Mill and Refinery, it will also allow for the export of 27 MW electricity into the national grid. Mackay Sugar anticipates the new cogeneration plant at the Racecourse Mill should be ready for commissioning in March 2012. The AE&E Group, which makes up the Plant Construction Division of A-TEC Industries AG, has won the order. The order is for the design, supply and installation of a cogeneration steam power plant; comprising a grate fired boiler, wet scrubber, steam turbine generator, water cooled condenser, balance of plant, electrical equipment, construction, commissioning and testing. | 120 | Detailed Engineering | Mackay |
| Moranbah Ammonium Nitrate Complex: construction of an ammonium nitrate (AN) manufacturing complex at Moranbah, in Central Queensland. The project, scheduled for beneficial operation in the first quarter of Calendar 2012. The project involves the construction of a 330,000 tonnes-a-year fully-integrated back-to-gas AN complex comprising ammonia, nitric acid and ammonium nitrate plants as well as utilities, power generation and other infrastructure to support the permanent workforce. Construction 55% complete at 15 November 2010. | 935 | Construction | Fitzroy |
| Pinkenba Malting Plant: New plant to produce 86,000 tpa of malt from Barley. 50,000 tpa is to support Yatala brewing, 36000 tpa is for export by 2011. | 80 | Construction | SE Queensland |
| Project Iron Boomerang: Construction of: a new rail line across Australia (east to west) to connect iron ore mines in the Pilbara WA with the QLD - Bowen Basin coal mines and industrial smelter park precincts at each end of the railway line, to manufacture first stage iron/steel (slabs etc.)- for export to second stage rolling mills located within geographical mass market consuming countries. The project proposes to “back-load” the iron ore from WA to Qld and the coal from Qld to WA to both smelter parks. Project budget: railway 6,100m; rollingstock 1,300m; Moranbah coal hub $159m; Abbot Point precinct $1,700m; Newman precinct $1,700m; contingency $1,600m. Construction Schedule to begin 2012: - 3 years. Rail line and rolling stock equipment built and supplied, PIB Industrial Smelting Park lands prepared and at least 2 blast furnaces constructed at each end ready for the first conjoint operations to begin. 2015/6: Smelter Park units commence production and first trains run; PIB customer/shareholder global steelmakers/investors/associates will invite their national heads of government's to celebrate and ride on first continental crossing train.
